Minutes of Parish Council Meeting
Held on Thursday 2nd July 2009 in Village Hall at 7pm
Present: Cllrs Terry Austin (Chairman), Pamela Austin, Pen Roche, Mark Roche, Rosemary Brown, Don Bridge
In the absence of the Clerk, away at a funeral, Pamela Austin acted as Clerk
1. To consider accepting apologies for absence
Jill Fenn – Apologies accepted.
2. To record declarations of interest from members on any item to be discussed
No interests were declared.
3. To approve the Minutes of the last council meeting held on 28th May 2009
Subject to minor amendment concerning the grant received from the second home owners’ fund, it was resolved to approve the minutes as a true and accurate record of the meeting.
4. To adjourn meeting to allow public participation
No public participation.
5. To approve parish council accounts
Resolved to approve the parish council accounts and the chairman was authorised to sign the annual return for the year ended 31st March 2009 on behalf of the parish council.
For the future, councillors expressed a wish to receive a copy of the accounts to be approved, prior to the meeting.
6. To receive update on wind farms
The chairman reported on:
a. The refusal by King’s Lynn and West Norfolk Borough Council to allow the erection of a temporary anemometer mast at Fring.
b. The current status of the proposed wind farm between North Creake, South Creake, Syderstone and Stanhoe. A public meeting to assess reaction to the proposal was being held this evening at North Creake village hall.
7. To receive report on emergency plan
A draft village emergency plan was distributed to councillors with the request that this should be reviewed to allow further discussion at the next council meeting.
8. To discuss trees on Cross Lane
Permission is still awaited from Knights to plant hedging trees on the boundary of the playing field adjacent to Cross Lane, utilising a grant from the second homes’ fund carried forward from the previous year.
9. To receive update on bus service
No further progress to date.
10. To discuss playing field fence condition
It is likely that the fence around the children’s play area will need renewing in the near future. In the light of recent vandalism, it may be appropriate to consider a more sturdy structure, which could be the subject of a grant application from the second homes’ fund. It was suggested that the fence could be constructed by volunteers from within the village. Further research would be undertaken on the best form of fencing.
11. Correspondence
a. Burnham Market Area Community Car Scheme – Request for raffle prize at Brancaster Village Fete (Kindly provided by Rosemary Brown).
b. Highway Engineer, Norfolk County Council – Apologies for delay in the footpath assessment on Bircham Road (Now expected in the next two to three weeks).
c. The Mary Esther Holloway Memorial Reading Room Trust – Thanks for grass cutting of the playing field.
